Salon arson charges dropped, but could be refiled

KINGMAN - The Mohave County Attorney declined to file felony arson and burglary charges against Tamara Dawn Douglas, who was accused of setting a fire that damaged the Catch-N-Rayz salon her mother owns.
Deputy County Attorney Gregory McPhillips in court documents said no charges would be filed at this time because a police report regarding the incident had not been filed.
Based on McPhillips' documents, a Kingman Justice of the Peace dismissed the charges without prejudice, meaning the county attorney can re-file them at a later date.
That could happen at any time.
Deputy Police Chief Rusty Cooper, whose officers arrested Douglas, said the police report was provided to the county's attorneys on Monday, three days after the charges were initially dismissed, and he expects them to be re-filed.
In the meantime, Douglas' preliminary hearing that had been scheduled for Friday in Kingman Justice Court was canceled.
Douglas and her mother, Toni Nogales, told the Miner they understand charges could be re-filed, but they claim Douglas is innocent.
"I'm a public person because I do hair," said Douglas. "I've done hair for 10 years in this town and I've lived here for 20 years. People know me and this is ruining my reputation."
Cooper, however, said Douglas admitted her involvement in the June 11 fire that began in a utility room and spread to the attic at the business located at 2325 Airway Avenue.
Cooper said police continue to search for a second suspect and the investigation continues. The business has been shuttered since the fire.
